I've heard two points of view.
One
It's a celebration, a homegoing party. Wear your brightest colors cause the pain and suffering of living in this world is over. Now the good life begins in heaven.
Two
Its a time a mourning. The world has lost an angel. Black or navy for the somber occassion.
Which side do you take?

I always go for the darker color....the celebration if their homegoing is usually in my heart.
It depends on who died...I've done both - really.
i'm with darius t. for people i don't know, i do black. for people i knew would want bright colors, i do those.
I think it depends on the deceased and what you think their wishes would have been. Some, like me, think they'd like people to celebrate and wear bright colors. Others (especially family members) believe it's more respectful to wear black. I think on the side of caution, you never go wrong with black or navy. If the family prefers, feel free to wear brighter colors.
